Some of the best paints I have found for the best prices have been at http://www.cheapjoes.com.
Their American Journey series (professional grade watercolors so a little pricey but not super bad) is FANTASTIC and they have some dry kits that are good for travel that have some very intense colors. I tend to get the tubes and carry around a small plastic plate and a thermos of water. I also make sure that I don't use any of the poison paints so that if any leak onto the ground they aren't harming anything. I use an old flat cigar box (you can buy them really cheap at cigar and tobacco shops) to carry my brushes in.
Cheap Joe's also has student grade and other professional grade watercolors and other supplies for great prices, including W&N if you just really like that brand. I haven't found a site that has better sells than this one (for all of us starving artists out there).
