"creating a new account is currently not possible" ?

Hi everyone,
I wonder whether you have an answer to the question I wrote as my message subject : "creating a new account is currently not possible"
I have been a member for a few years and have just taken part in the 53rd Worldwide sketchcrawl in Lorient - France.
As usual, I posted my sketches without any problem.
But as it is the first sketchcrawl that was organised in that Breton town - and by the way, this is where the yearly meeting for the French USK group will be held next June 2017 - there are some people who haven't registered in the forum yetn and so haven't been able to post their sketches.
Apparently, the ones that did try to register, couldn't succeed and got the same answer : "creating a new account is currently not possible"
Does it mean you have decided about a limited number of members ? Will they be able to register later on ?
It would be nice if they could share their sketches as it would let French people know about the city and the oncoming event next June.
